I don’t think there is ever a time for war. However, other people do not feel this way and it becomes necessary to protect ourselves. I believe war is only necessary when another nation or group is willing to cause harm against another. It becomes necessary to preserve the peaceful state of other lands by going to war and preventing the desecration of lands. This is not morally right. It the lesser evil of the situation. Either way, people will die, and at that point, too many people will have died. A country is obligated to go to war when their allies or the peace of an innocent nation is at stake. The alternative to this is hoping that the war will die out eventually. This is worse than doing nothing. This is being the bystander when a bully is beating up on a kid or when an old person is being robbed. Sometimes negotiation isn’t a choice, and when this happens, it is sometimes necessary to go to war.
